Okay, so first things first. Unlike others i dont think he is lusting after her. Yes he is attracted to her and is mesmerized by her beauty. Thats his first pull towards her. Uske baad the fact that she is innocent and naive just seals it for him. Which is a stark contrast from his world which is full of hypocrisy and doghlapan like he calls it all. For the first time he has come across someone very pure and wants them in his life forever by hook or crook. His ideal has been somone like mehak in that sense. Even he for the most part didn't realise it and probably still doesn't. You see he is not very emotionally smart 😆
Now the thing is, he has decided for himself and unfortunately for mehak too that they should be soul partners for life. And he thinks by just becoming his wife she will love him back. And he thinks pyaar karwalega. By what? By talking to her nicely, by showering love and gifts and giving her a luxurious life lol. So when he gets married to her he will realise that the means that he adopted was very wrong cuz he will realise what all mehak had to go through and probably even learn about what baba saab did with her. So it will come to a point where he will know that his own love has put mehak's life in danger. And when he will see that mehak isn't happy or is going through problems one after the other .. his thought process will change for the better. And will be seen regretting even his presence in her life.

I don't think he's lusting after her all the time, but there are certain parts where u know he wants to possess her completely too.
Like that phone sex scene he's first happy to hear her say his name, then he has a look of desperation ki ek baar aur, and then that alpha dominant side takes over, with the slightest bit of lust.
Because Shamsher ne khud hi bola, usko shaadi se koi farak nahi padhta. It confirms he's had experience, and all those mirrors don't conceal it either 🤣
Shamsher's definition of love is what he's seen his whole life. He's only known money and using power to get what he wants.
Now how he'll change is a major question.
