I think they thought of this twist now only. They surely planned to show everything as per original where ML actually falls for FL. Otherwise why it would be promoted in romantic way from 1 month before the show with lead actors promoting their characters' love story in a nice way? All the promos before the show clearly hinted ML actually falling for FL. I think makers brought this twist after seeing seeing constant 0.1 TRP from Week 1. They may be hoping that by bringing Imlie like twist the show may become hit like Imlie(within Star Bharat standard of course like getting 1.0-1.2). If it got good ratings then I think they would not brought this stupid twist.
