She asked Manjari about it at the start of the day, and Manjari said that everyone is busy so they won't celebrate... and Manjari genuinely looked upset by it. So, from Akshu's POV, Manjari wanted to celebrate, and this would make her happy. And, Manjari's happiness is Abhi's happiness. Then, when she talked to Manjari today, Manjari told her that she used to want to celebrate all of the time, but Harsh was too busy for her. It was so clear that Manjari was so deeply touched by the saree scene. No one has thought of Manjari before in the Birla house before like Akshu does -- Manjari herself acknowledged it to Abhi today. Akshu sees her and values her in a way that not even Abhi could do. 
Abhi told her that the Birlas don't celebrate their anniversary, but he didn't explain much beyond that. Akshu knows that Manjari-Harsh have a rocky relationship, but she doesn't know why and the extent of the trauma there. And, she definitely does not know about the depths of Abhi's triggers and traumas when it come to his childhood and watching his parent's abusive marriage. Had she known, she never would have done this. 
Akshu wants to see everyone happy, and she believes that love and affection can heal and bring any family together. That is in fact exactly what will happen with the Birlas. I'm not denying that she didn't think it through, but she got so excited by the prospect of seeing her maa happy that she got entirely carried away. She is going to mess up before she is able to make things better.. that much is a given. 
I am just hoping that we can get a heart to heart between Abhira at the end of all of this where they can finally talk about his past.
