Yes, based on the dialogues it looks like they had first decided to start a family. However he seems to have had second thoughts after "the act" and felt that it wasnt a good idea given his job, the lack of it.

No matter how they arrived at this situation, his side of the argument is valid and must be heard. This is a private subject that the couple must discuss and alleviate each others concerns.

Instead, what we see is his concerns are not heard at all. He gets yelled at by his wife, with a stern warning and what not. So, I guess he chose to react by rebelling. To top that, the entire family is giving him an earful, not willing to listen to his concerns.

That is how I understood it.
