My guess is he must've been pressured by the powerful forces behind everything that's happening in the world right now cz this freedom convoy movement was spreading the world over - US, UK, Paris, Brussels, New Zealand... No one expected this and who would've thought Canada of all places would spearhead such a movement...

I think they got scared and that's why such drastic and unprecedented step...
