Why would junior residents report to him??

Kahin Aisa toh nehi ki Dr.Deepika has won the voting & became the ER head but Dr.V has become the Senior resident and head ( I mean the post Dr Deepika had earlier)?

So junior doctors will serve full time to Dr. V and extra time to ER dept !
