There is absolutely nothing stopping them from taking the documents at any time. This kind of bureaucracy is one of the reasons why law is so horrible in developing countries. There is a layer on top of a layer and it's mainly so that bribes can be taken at every step.

Wonder, who are they helping with this? Especially during COVID-19 time, how did they release people without a physical copy of bail order, absolutely ridiculous
