All these ridiculous rules and regulations were created in the first place to harass and dominate the public. Now they can also be used as delay tactics. How disgusting.

There is absolutely nothing stopping them from taking the documents at any time. This kind of bureaucracy is one of the reasons why law is so horrible in developing countries. There is a layer on top of a layer and it's mainly so that bribes can be taken at every step.
