It's because jurisdiction doesn't stretch so far, especially not at the time - till the early 2000s things worked differently. There is a reason why "Beyonce" was changed to "Beyonse" in the BW song because Beyonce has patented her name. They can't get away with stuff like they did in the 90s.
It's not just about crediting the original artist (of course its copyright infringement) but they will be liable to pay royalties to them. Look at Olivia Rodrigo just giving random credits for her songs to artists like Taylor Swift just for 'inspiring' a song. Only to avoid legal issues.
Not for the reasons you have stated.. India still stands as the biggest movie industry in the world and is a huge market for content consumption. BW is not a small fish compared to HW. It has its rich to its own audience.. which itself is a huge market. Nor do they have the stardom that BW stars enjoy.
