When/Where was this? The Federal government hasn't done this for sure. The red states for sure won't. Even in many blue states, they won't go that far. I can only imagine maybe in Washington or Oregon, but it's not something I am aware of.
Terms like menstruators and birthing persons are not for transwomen alone. It is for all transgender, non-binary, and gender non-conforming people. The rationale behind that is that transmen, non-binary, and other people who do not identify as women do menstruate or give birth.
That being said those terms are common only in very niche groups and have not entered colloquial vernacular or government vernacular. Birth certificates still say mother and father and marriage certificates still say husband and wife, and even same-sex parents actually have to file an official request to change it mother-mother/husband-husband et al.
I live in a very liberal city and was pretty regular with some queer groups before the pandemic. I constantly use terms like "you guys" that some people deem non-inclusive and it's fine. The only thing people care about is that you use the preferred pronouns and names and treat everyone with respect. Honestly, no one in my circle uses words like menstruators or birthing persons - not even the transfolk I know. No one is tripping up to find a gender-neutral term for everything.
Sadly, people only see the instances where people make a big deal out of everything and not the chill laidback people who just want to live and let live. Most of the time it's a cishet person who wants attention and followers. It doesn't do much and honestly, makes even trans-inclusive people upset about trans rights.
