Well, technically, the whole mythology is a folklore 😆 Shakuni fuelled the hatred behind the war, but he wasn't brave enough to lead or command a war. His only strength was he could manipulate ppl to bend according to him.

Shakuni had no issues with his sister's wedding. He was an active participant in Duryodhana's conspiracies but never the main conspirator. In fact, before the war, Shakuni even advised Duryodhana to return IP to Pandavas.
