I think the only person who is behaving according to his character is Raghav because

1. Raghav has always been extreme character and he ll definitely try to protect his loved ones. (Ofcourse its not the RIGHT thing to do but it totally makes sense acc to his char)
2. The next point is Raghav thinking to surrender himself is to give closure to Pallavi. If he just wants to become mahaan he would have done it two yrs ago in order to protect kirti. From 2 yrs he is just hiding the truth to protect Kirti but he decided to take blame now after knowing PALLAVI is involved and she needs closure.
3. One more thing I think is makers ll show Raghav realizing his mistake of covering up for Kirti and take some step…

Yeah so these are my thoughts and I think he is totally behaving according to his character.

What do you guys think???
