Pooja wrote to him all those years using Tina's name, and he was completely and reasonably under the impression he was writing to Tina. Before he found out midway through the movie in the church, upon which he immediately looks to correct the situation, he was operating as expected based on the situation presented to him. Pooja lied to him through misrepresentation, writing to him using Tina's name, and she didn't attempt to correct the issue when he came back to India. Using blackmail, she got Tina to cover for her, thus perpetuating the lie. And while Raj was twisting her arm in the second half, she was stiff-arming him into marrying Tina without regard for his feelings. Basically, Pooja is mostly culpable for creating and perpetuating the whole mess.
