I don't think it is forbidden to make someone a mod if they've received a warning PM. Warning level should be 0.

Ok braveheart deleted pm for Ipl but wildest dreams didn't , my msg still there in outbox.

This msg delete from both side is an old system. I once sent a big post to a frnd here on IF, she deleted entire inbox and I lost it too. Also if you try to open very old pm it gives you error 404

Ha Warning PM is Ok. No one keeps tabs of that but WL always shows to individuals and development team members.

WL u can check in your dashboard under warnings column i guess [left side last one]. Old IF theme u could see it just below ur name on post

beneath your profile you get a status bar, where with each WL you can see the color changes from amber to red

only you and mods can see that
