In terms of a talent ceiling, I'd probably say Rahul.

Is only 21, and spinners generally mature later in their careers. Will only get better with age.

Deepak is good, but is already nearing 30. An injury or two, and he might not be the same threatening bowler if his pace goes down. Swing in itself is a nice asset, but swing + 140+ pace is an absolutely deadly one, especially in helpful conditions.
