Well yeah, the writing sucks, and Virat *is* the writing. But assuming all that -

Virat - the IPS officer - should know his family is a bunch of vultures, having witnessed it firsthand repeatedly. Bhavani is known to be evil to the point that she openly locks up(!) her daughter. They are violently against Devyani and Pulkit getting married, to the point they'd beat Sayi for instigating it (which Virat witnessed). So he'd know they'd look for any reason to stop it.

He also knows Pakhi is a vulture in training (get it...pakhi...vulture), having witnessed her continually try to suck up to the elder vultures, and would do anything to prevent Sayi from getting what she wants. And as she's trying to plant a completely baseless seed into his head (that Pulkit is already married), he telegraphs his intent to her - that he'd stop the wedding if that was indeed the case.

And then voila...a mystery letter comes out of nowhere that says *exactly* what the vultures want it to say. How convenient!

An IPS officer with a brain would turn to the family and be like, "which one of you clowns wrote this." A real officer would completely dismiss the letter as an obvious attempt to frame him. Instead he dignified that idiocy by investigating it in some random book in an office, where anyone can write whatever they want (i.e. not a legal document). And even if the officer was suspicious about the letter, he'd try to figure out the source, and perhaps talk to Pulkit about his intentions, instead of immediately and idiotically concluding he's a con-artist...like a rich doctor has nothing better to do. And a real officer certainly would not believe the family's faux-concern about Devi's well-being.

So yeah, Virat's bad at his job and is a spineless husband (only shooting a grimaced look at Sonali, when she cut Sayi deep), and deserves all the embarrassment the streets can muster. I hope everyone laughs in his face and he's humbled enough to realize that he needs to step it up before he even deserves to be part of Sairat.
