Devi loves Shaurya but her love is not unconditional. She wanted a child desperately but probably could never have one and was not allowed to adopt one by Tej. So Aastha's rebellion gave her an opportunity to snatch Shaurya away from her.

It was not as if Aastha was not ready to take his responsibility but she was threatened with a court case. But Devi made it look as if Aastha ran away from her responsibility so that Shaurya be indebted to her. Her method was all wrong. Shaurya still doesn't consider her his mother and is only grateful to her for bringing him up. A child is never grateful to a mother. Shaurya could never complain to her about anything. All his anger, his complaints are reserved for his parents who he still loves. Like Aastha said, "shikayat me bhi pyar hota hai." A little push is all that is required to take Shaurya all the way to Aastha.
