2. He comes up with a backup plan. He pretends it's a girl.
3. He gives the chaiwala a earing and tells him to give it to Birju and say it belongs to the culprit
4. Rani falls for the trap.

I watched it again Rish! Thanks for pointing it out, we all missed it initially This was the second time the vendor said it after Rani asked him to confirm. I am not sure what this means yet. Potential theories as follows.
Theory 1:
Ranisa lied to Veer about who did the accident. She knows he will go any limits to save Nandini (a girl, his little sister). Whereas if Veer found out it was Vikram who did it drunk, he wouldn't have let him be. Veer is an advocate for truth, we already know that.
So if this happens, it's twist on twist. 😆 I don't think Veer is purposely framing it on a girl, he is not the type of person to do that and neither does he have a villain-like mind. Also what someone says in the heat of the moment can't be fake unless they are a good actor. We already know Veer can't act or lie.🤣
Theory 2:
The other theory is since the vendor was already paid off by Veer, he would never tell the truth. So he just made it up on the spot to throw Birju and Rani off. This is quite possible.
Theory 3:
That vendor never actually saw who was driving the car. He could be someone that Birju just picked up. Birju does foolish things.
This theory is brewed up from the fact that I don't understand how there can be people who saw this accident or know anything about it and they haven't gone to the police to say their statement. Since Veer didn't know about this vendor, clearly he could have easily gone and told the police without getting into trouble. It was a big case, all over the news. So why didn't he?
Theory 4:
The vendor may have scene Vikram driving a car. But it doesn't have to be the car that did the accident. Unlikely theory though. I have no supporting logic for this lol.
Theory 5:
It was a dialogue writing error or done purposely to throw us off.
Something is fishy. This is interesting though. 😆
