So, I watched the epis again and this is what I concluded. Ragging would not really be ignored if Anokhi didn't forgive them. Shaurya wanted to suspend them all (rusticate Anmol) and Tej reluctantly agreed, but Anokhi interfered. She said she doesn't want to destroy their career, so they may not suspend or rusticate anyone.
