M being neutral here when I say that yes, both are available. Yahaan during feasts Manchurian is a big deal, but since manchow soup is Indo Chinese, many street vendors keep it in their menu (m talking about my locality, ab mujhe joote mat maaro)

Don't know about soup but Gopi Manchurian is available on streets. I have seen its recipe in street food channel on yt
