Judgmental Hai Kya - what is it trying to say abt madness?

In the movie Judgmental Hai Kya, the basic premise was that madness as seen by the society cannot be equated with madness which lives in the heart of a person. So someone who suffered from mental illness(Kangana) because of trauma in her past was pitted against a person who is actually a psychotic person (Rajkumar Rao) who hides it well, and later goes on to save the day.

Is the movie trying to say that be empathetic to mental illness but be aware of the real madness which is something which cannot be deciphered easily? Or is it trying to say that appearances are deceptive and playing on the concepts of sane/insane?
