The age where you develop your accent is toddler-early teens. You can't get the British accent after this age. As for Americans, tbh its not that difficult to emulate, Anyone can learn that one at any age but its most likely to be a fake one. As for London, East Africa, Dubai etc. It depends on at which age you lived in those countries for example if you lived in UK for your first 10 years and then move to East Africa or Dubai, then it's likely that you will lose the British accent and for the studies, you can't develop an accent in 4 years unless you lived there after your studies for a long time (green card).
Tbh most of the people you mentioned, especially PC, their accent is fake and a very sophisticated which you will only find in rich Indians and not American or British people.
Actually if you move from the UK and go to Kenya or Dubai because of your parents' work and study in British Schools where you study what they do in schools in the UK and as per the GCSE and A and AS level syllabi with teachers who have British accents or in an IB school with teachers who have British accents then it is VERY unlikely that you will lose your accent. East Africa has a LOT of expats and rich Indian families whose kids go to British and American schools.
You are forgetting that there are Indian people whose ethnicity is Indian but whose nationality is British or American or European or Canadian and they speak like everyone in their home country would.
You are totally ignoring the rich elite in the diaspora that have kids who are born and brought up outside India and go to posh schools (including in Kenya or Dubai)
Anyways. i have nothing more to say on this; have an accent ; do not; be fake; do not; live and let live.
