Nahi, aisa nahi hain. :-D Veer felt sad and cried for Teer's death because he was Veer's brother. He loved him greatly! Shukla's sons were not his brothers and he didn't have feelings for them.

Noor was also not that close to him but he felt bad for her, while shukla’s sons literally grew up with him yet he laughed off their death and felt nothing as if they were nothing to him.

Don't think too much, it's just a show. The makers show us what they want and everything doesn't always make sense. They wanted to show him in a negative light, that's why, he behaved in such a manner. I also thought that he grew up with them and yet felt nothing. We can think that Veer never liked Shukla's sons even though he grew up with them.
