It's called a rhetorical device- to make a point in the case of KK's speech. Doesnt actually mean there is a 'tukde tukde' gang sor any such thing as an 'urban naxal'- another term made up by our national genius and intellectual Mr Vivek Agnihotri to sell his book. The idiocy of using these terms in a serious political discourse is just hilarious.

Google also has a definition for the term 'Big Bazookas' (big breasted lady)- doesnt mean it is actually a definition that can be used in serious political or social discourse.
