never heard of it but it must be this one since theyre spelling it as qarrar and not qaraar

It is the only meaning which comes into Arabian mind when you say qaraar.

It is interesting how Arabic words have change in meanings when used in Urdu. Like (ilzaam) for example. It means : forcing in Arabic. But it Urdu it means accusation!😳
