Main challenge in Mumbai is how and when to start local trains. It will be impossible to operate them in the way they were earlier ( crowded to the brim). They have to somehow find a way of reducing the crowd in the trains and buses. Initially, govt will have to ask offices to work on alternate days ( odd/ even or something) or ask as many as possible to continue to work from home as they have been doing now. It is certainly possible in many of the professions. Not sure how they will enforce such thing though.
Whatever method they can adopt, I still doubt they will be able to ensure any "safe distance". Just imagine, even at 11 pm the locals have been packed to the brim so far, and staggering or alternate day working may still not reduce the crowds sufficiently to maintain the safety norms.
