Ok I have two answers
1) If we consider without any divinity and only think about them as humans, then my choice is Sahdev. He was the most intelligent man in his family and often could forsee the consequences. But unfortunately for him, being the youngest he was never given the importance he deserved. He didn't even get the place in Itihas which others who were much less talented than him got. I guess Dusshashan has more importance than Sahdev. Even Vikarna has a worth mentioning contribution to the epic but Sahdev has none. Him killing Shakuni was also not something which was given importance and just came as a passing reference
2) If we believe in everything that is mentioned in the scriptures are correct and accept the divinity angles then that person would be Ashwathama. The punishment he has got is for eternity. An eternal pain, an eternal loneliness and an eternal sorrow. I know his crimes were way to much, but still I feel that a punishment for eternity is not justified, for however big a crime a person does as a human, his/her crime is finite because his/her presence and effectiveness on this earth is finite, while an eternal punishment is infinite. An infinite punishment for a finite crime can never be justified. I always condemn other religions' ideology of punishment in hell till eternity, and won't hesitate to to that here either.
If you accept divinity, then he was punished by being denied of moksha and as per Hindu philosophy I think no punishment can be greater. But again, accepting divinity, what he did was easily the worst and could have ended the world or cause mass destruction so didn't he deserve it?
P.S. the one who mentioned Duryodhan had some very valid points. The guy poisons Bheem, Bheem comes back stronger than before. He plans for killing in Lakshagriha, they return with alliance with the second most powerful kingdom of the country. He wins things in the game of dice and within an hour he has to return everything (although here it was the stupidity of him n his friends/brothers). Aage Ka bhool hi jao
