But being a Rishi and being a literate are two different things, it's not like suddenly after suddenly after having completed his Tap he got literate as well. You can become a sage by your Bhakti even if you don't know Vedas, but that's not the case here
He had to have at least basic knowledge of writing and read to have read the scriptures once he became the sage n then write the Kavya, he must have acquired that as a Shudra which wasn't possible had the Shudras been the outcaste and not given the permission to read or write by the society

In those days, it was all in oral tradition na. I don't think Valmiki ever wrote down Ramayana also on a piece of paper or such.
He also invented the new style of writing, the shloka. I do not think Ramayana was dependent on any other scripture as such (yep, all the neeti and gyaan but that was common knowledge around that times: the basics of right and wrong). I think he was allowed to listen to the scriptures after he completed his penance. 😳
