No, every king remained the king of his own kingdom, he just had to recognize Yudhisthir as the samrat, or himself as a vassal of Indraprastha. So after that yagna, had Yudhisthir ever required the help of any of the kingdoms he subdued - including Anga - Karna would have had to oblige.
Once the game of dice saw an end to Yudhisthir's rule of Indraprastha, Karna was either a free agent, or a vassal of Dury. More likely, a free agent, since a lot of rulers who did get subdued during the Rajasuya yagna continued to support the Pandavas.
