There are chances of someone complaining your account, I was unable to tweet last night and today as well because of some glitch it got fixed on its own.

If you break Twitter rules they make your account resticted . Like non stop retweeting if you do . Twitter takes it as violation and then when account is restricted they ask you to follow few procedures like enter email id or phone number and there you get code and you have to enter that code and then twitter will work
