I think she is speaking generally, about those people on social media who make an issue out of everything and are always lecturing other people on how to lead life, or in this case, how to "behave" during the ongoing quarantine.

Their main point is, while 1000s of people are dying around the world, why are some people making happy videos from their home and sharing online etc etc...

I seen on Twitter people are saying she is shading Anushka. Anushka had something on her IG story.
