I don't think anybody knew about the virus in November. I think it was China who came to know about this impeding pandemic in November. They hid the information with tacit/open/unknowing support of WHO . and before Wuhan was put under lockdown almost 5 million people left Wuhan for different parts of the World. If China had acted earlier the pandemic, loss of human life and wealth would have been avoided.

China needs to be punished.

Iran refused to treat Indian citizens in Iran citing the reason that they did not have enough test equipment.

So India had to fly down a medical team to Iran to treat them and get them back.

It is hard to say if we can blame China, but every country should have done a lockdown immediately
