These star top popular actresses like Kangana, Priyanka and Deepika, not B-list stars.

Can we conclude that actresses have very less box-office pull or is it the buzz around a project which is more important?

Would not bracket a feel-good movie like Panga with TSIP or Chappak. The latter two had grim subjects. In the new one with SC and Jhanvi, DP will be the one with top billing. Compare Panga to that. Or if PC comes up with an out and out commercial entertainer. Or compare Panga to Raazi, which again was a female-led movie. Clearly, Raazi succeeded.

Actors either. Aamir's Secret Superstar's opening was 4.5 crore.

The genre does matter. No matter how awful the trailer was a Launda Lapanda genre movie will open decent to big. Veere Di Wedding was a semi launda lapanda genre movie so it opened well. Male actors rarely ever work in anti-launda lapanda genre movies so 4.5 cr ki naubat nahin aati hai.

Even the anti/non-launda lapanda movies by male stars have elements that attract launde lapande: Like rags to riches, rejected/unrequited love, underdog films.

Goes to show people will show up for mass type entertainment whether actor or actress. As is their right, of course. Their money; their time.
