She was a middle aged widow ( Jahangir killed her husband ) who seduced the emperor into marrying her and eventually became the sole decision maker if the kingdom. She sat in the throne beside Jahangir and basically possessed him ( she was his 20th and last wife ). She entered the palace as a handmaid to Akbar's first wife. Even mumtaj mahal, the next empress was her niece ( obviously she made the match ) and that's why was in her control.

Nur jahan saw an opportunity for better life than a widow. Widow had pathetc lifes than. So she saw jehangir and may be he was attracted to her in meena bazaar shop. She used that attraction to gain a better life. Once she got married she pushed her competitor jagat gosain shah jahans mother who was jehangirs fav till than and seated herself at his right hand (or left). than she promoted her family her brother, father neice etc to bigger posts although they may have not deserved it at all. Her neice mumtaz was already engaged to shah jahan before she married jehangir. IIf mumtaz had not got jealous of shah jahan becoming next king she would have lived rest of her life as family matriach like ruqaiah although she had no son. But she got greedy and shah jahan was like MJ no push over very clever man he won the battle with her.
Its said nur jahan would behave unlike other woman of her time. if shes angry with jehangir she would get so angry that till he fell at her feet and apologised she ignored him or taunted him. Once jehangir slapped her telling him to put shah jahan in jail or kill him for revolt so she slapped him back in front of all musician, slaves and soldiers. Lucky for her it was jehangir who was husband imagine if its akbar or aurangzeb she would be dead next second. Nur jahan had read pulse of her husband very well and controlled his mind. Rudra is more like jehangir only now controlled by maya. He blindly follows her.

She did seduce him, well to some extent. People say she loved him before she got married to her first husband and when she was widowed, the intent was somewhere to win Noor Jahan too.
