He meant if asim tried to mess with him he would raise the bar by doing that same thing on a very high level.

Basically saying ke if you slap my wrist, I’ll break your arm. As in - described both their personalities IMO and very well at that. While Asim can get aggressive and abusive, Shukla personifies these traits, and more. I.e. Asim can behave ghatiya on occasion - Shukla simply is ghatiya.
