Stage 4 talks about dehumanizing a race. Indian Muslims are not seen as illegal immigrants. Indian Muslims are not in danger of being thrown out of the country. You can thank the fear mongering politics of the LW for this crap.
This is what I found - opinion pieces that conclude the existence of fascism based on select elements/characteristics being met. I couldn't find any sources (in my limited research) from political science/historians that point to India going towards fascism. I see left-leaning websites claim that India is leaning that way because X,Y,Z characteristics have been met. Fascism is complex. It's not as simple as inserting stuff into slots to pop out a result. I think India leans more towards Authoritarianism than Facism, but even then, you're not seeing the major flaws of these two types of governments. You have limited political freedom in these two governments, but we're not seeing that in the current government. On that note, was the government under Congress secular or was it just minority appeasements... I'd argue the latter. Secularism in India has shifted to mean one thing - Muslim appeasement. Why? Vote banks.
Finally, I can also see why Hindutva is being seen as fascism. The comments by fringe nut job MPs don't help either, but I think BJP is working towards a better India. They are doing it in a really f&*king bumpy (seriously, they have to get their shit together) way, though.
Let's treat everyone equally, not give preferential treatment to anyone (except those that need it, and not on the basis of religion), and move forward with a modernized country.

First of all, no human being can be referred to in such a demeaning, dehumanizing way, let alone millions of people grouped together being called that. Secondly -- now read carefully -- if he was also calling the other non-Muslims termites, how come he is offering citizenship to the same termites? Because he was never referring to them in the first place! It is crystal clear that he was only referring to Muslims as termites, and rest of the illegal infiltrators seem okay to him. Can't you not see through his bigoted BS? Look at the kind of statements a Home Minister of the country is making, creating widespread unrest and fear among the Muslim community:

Oh secularism was a vote bank to appease minorities. And Hindutva isn't being used as a vote bank to bag votes? Which prism are you viewing it through that doesn't show you that? Forget left leaning Indian websites, read what international media is writing about them. If you are neutral, you would see why there are many signs foreshadowing the rise of fascism.
I agree with you about treating everyone equally, but the govt doesn't quite believe in that, and their actions prove that. And that's exactly what we are protesting.
