I think that's generalizing..most tv shows are still garbage. Just look at the network shows in America. Netflix is a bit better but also known for inconsistent quality see the Netflix Marvel shows, House of Cards, Orange is the new black etc. all started out well but went to shit.
I don't see that happening any time soon..Sacred Games S1 was well received but the second season was already trashed by many and no other show has been nearly as popular. With tv shows the quality of a show can go downhill really quickly
