This might sound controversial, but I get the feeling part of the reason she proposed to HS was in line with her not wanting to seem mean or inconsiderate towards HS and Minnie. She didn't want to be blamed for letting her ego get in the way of father-daughter bond. It was seeing them together that made her change her mind and take such a step, nothing else.
