Because he wanted to invest most of his movie earnings from Indian audience in some upcoming malls of Canada(and not India), and there are high surcharges for foreigners to invest (~15–40%) in property in a lot of developed countries.
And when you are going to invest millions of dollars, even 15–40% translates to another millions of dollars. For that money saved, all your “Patriotism”, “Indian-ness” and “Social responsibility” for India that you show in award shows and movies like Padman, Jolly LLB 2, Rustom, Baby, Airlift, Namaste London etc, goes down the drain and you sell your Indian citizenship and take up the Canadian citizenship for your personal benefits.
Of course, it is a personal choice and I am no one to criticize that decision of Akshay Kumar. The only problem I have is that he lies upfront about it in his media interviews that he has a “dual citizenship”.

The idea of investing money in malls there must have been lucrative.
He wanted to avoid high surcharge and save some money. And he is also using his money to support causes in India. Even for the purpose of image building, parting with a huge amount of money is not easy unless the cause is close to your heart.
About need to do those movies, they r earning him big bucks. So why not. Even manoj kumar didn't mind being Bharat kumar. SRK has made a career out of romantic movies..And salman out of masala movies
