Anjalis aspiration to be chief of surgery...

As far as I know from the previous season.. Anjali is a gynec right. How come a gynecologist become chief of surgery . I have a confusion here... Are they referring to the post of CEO of hospital which is quite different from Chief of surgery, or are they referring to Chief of surgery. Because as far as I know Chief of a department will be some one from that department and Anjali is a gynecologist which is a completely separate department from surgery. How can she even aspire to be chief of surgery then. If they want to say about CEO of hospital then its possible
