The ones who promised or wanted a democratic solution/UN resolutions/plebescite like Nehru/Congress, Kashmiri leaders and Pakistan weren't able to bring that about for 70+ years. They left the state in limbo all that time, so it's their failure. BJP promised this as a way of trying to resolve the issue or take a step towards that and they have delivered. Every decision will have winners and losers and some are thrilled at getting what they wanted finally. Time will tell. By the way, do you think Congress took the consent of the Kashmiri people? They promised a plebescite during Nehru's time that til date they could not implement. In 1987, they rigged Kashmir's elections, which actually started the militancy in the first place. Congress played it's part in diluting Kashmir's autonomy and steering away from UN Resolutions as much as possible, while maintaining the status quo of military occupation. Many Kashmiris too had complained that the special status was just in name only because it was so watered down.
