No Ruhaan fell in love with a girl when he did not know she is his friends fiancé as per the show and his monologue. Also ogle means staring lecherously so Ruhaan never did that either. Both points are not factually correct.

As far as friendship is concerned both Ruhan and Veer are not good friends no matter what they say. They feel and act otherwise. So the feeling is mutual about their so called friendship.
