The other two ratna never got the chance to pick its owner as it was taken from the protector before the ratna even had the chance to pick its owner hence why Pi is able to misuse its power, but kaal Vijay ratna picked its own owners before Pi could get hold of it and I think as long as the owners of kaal Vijay ratna is alive, Pi wouldn’t be able to use KV power. She have to kill DD in order to get hold of kaal Vijay power.
