Salman wasn't living under the rock that he didn't know what's going on. I'm sure he watches the show and even if he doesn't, his family especially his mother are huge fans. Sure at least a couple of his friends do watch it too. Chances of him doing it blindly on a BB script are essentially 0.
They always do this. Don't reprimand important Villains till close to the end because Dolly Bindras are as important to the show as Shweta Tiwaris. They don't want them to get scared and stop creating conflict. Towards the end it doesn't matter and they easily wash their hands off of them.
