I still disagree with the usage of rutba here. He did not mean class. Though I don't like him myself. Rutba of a principal is again about personality and skill for that job. Saying that he feels she doesn't have the rutba or saying is unqualified for the job is nothing bad. It's his opinion and because he has the right to vote for the captain he very much has the right to state if he thinks she is qualified for that or not. His opinion might be wrong but he has a right to it. I don't see anything wrong in this statement from him. But like I said earlier, you can disagree!
