I think Sabah was wrong. That push of sabah was really too much, desperation for captaincy made her blind. Too bad Dipika did not see that push but why didn't she clearly say this when BB asked her point of view. She said to sabah she went to far. Everybody saw this! And kept quiet! Not knowing the punishment.

Jasleen said Shrishty fell due to imbalance but she got pushed really hard.

Sabah might have felt her hair being pulled, but there was no intention to deliberately pull hair.

Also, all the housemates shocked reaction says a lot too. Later deepak and Surbhi said to sabah you did not do anything wrong. Conveniently everyone kept quiet. Especially Surbhi referring her hairpull action.
