That is the circle of life until we get moksha. That is why even Lord Rama had to suffer because of his past deeds. It is not always from a previous life. Karma basically means what goes around comes around
Inder will attain moksha because KB is going to kill him himself. Also, one who dies in Kashi is free from this circle of birth and death. Hinduism doesnt believe in ' Satan' or anything equivalent to it. We have ' Asuras' who have been created by the God himself. They have a role to play. Most of the asurs were bhakts in previous life and have taken a birth to just get killed by God so that they can attain Moksha. God actually let them do it. They act as an example.
For all ordinary people this process of life and birth keeps happening.
