From the episode it looks like Vidyut will surrender after getting scared from Avni's ghost.
But the real reason is not this.
Actually the real reason is that after his house is burnt he is bankrupt. All his illegal wealth which he kept in his house along with the jewellery he stole from RP all are gone.
People like Vidyut don't keep their money in bank.
Now he does not have any money to meet the expenses of his uncountable diseases.
That is why he has surrendered, so that in jail his basic needs and treatment is taken care of
