Laughing or enjoying when someone is getting bullied goes totally against Hiten's personality. In the past, he has been apprehensive about hurting people's feelings even after something as trivial as nominating them for jail. (Ex. Pooja) He has always tried to take a more calm composed route be it Pooja, being firm with Arshi or diffusing the situation with Akash. So question remains why was he laughing?
I went back and watched the bit. The only time he was laughing was after Shilpa mentioned Shaggy to tell him the food was really good. Then cut to Shaggy is clutching Hiten and both are shown laughing for a split second. Couple of speculations..
1. Shaggy told something to Hiten about shilpa/akash and they were laughing about that or perhaps something else unrelated to the bullying.
2. Bad editing: This is a leeway from the previous point. Maybe they were laughing about something else or some other HM but it was just bad editing by BB team to place it then.
3. The HMs were not around initially when Shilpa started this mental torture so maybe they don't know the extent to which Shilpa had bullied him earlier in the day. We, the audience, saw it but the HMs may have not known. To them it just may seem like teasing or random nok-jhok between the two so they were laughing at the nautanki they were doing for footage.
Point 3 seems the most plausible because why would Hiten, who has been good with everyone till now suddenly laugh at his own friend's misery, especially Vikas whom he supports the most. Maybe he really just thought it wasn't as bad as it seemed because he had not been a witness to earlier torture in the day and Vikas had previously tried to escape for a trivial reason. So maybe he genuinely just thought it was half hour nautanki from both sides.
Considering how steady he has been so far, I will give him the benefit of the doubt.
