For making a post pink, it should have 250 views or 25 comments or obviously both. So if even the same person is viewing the post again and again, it will be counted. But I don't know if we make a post pink by refreshing it again and again, it will have the same impact in comparison with post made pink by views from different members.

I think it will have the same impact. They just count the number of views not the number of members who viewed.

Yeah they cant tell which member viewed anyways
